{"id":9468,"date":"2024-08-21T11:48:05","date_gmt":"2024-08-21T11:48:05","guid":{"rendered":"https:\/\/kamucalisanlari.net\/?p=9468"},"modified":"2024-08-21T11:48:05","modified_gmt":"2024-08-21T11:48:05","slug":"emlakta-yetki-belgesi-yoksa-ilan-girisi-yok","status":"publish","type":"post","link":"https:\/\/kamucalisanlari.net\/index.php\/2024\/08\/21\/emlakta-yetki-belgesi-yoksa-ilan-girisi-yok\/","title":{"rendered":"Emlakta yetki belgesi yoksa ilan giri\u015fi yok"},"content":{"rendered":"<div>\n<p>Ticaret Bakanl\u0131\u011f\u0131, ta\u015f\u0131nmaz ticaretine y\u00f6nelik y\u00f6netmelik de\u011fi\u015fikli\u011fiyle piyasan\u0131n g\u00fcvenilirlik i\u00e7inde i\u015flemesini sa\u011flamak, t\u00fcketici haklar\u0131n\u0131 korumak ve ta\u015f\u0131nmaz ticaretinde kay\u0131t d\u0131\u015f\u0131l\u0131\u011f\u0131n \u00f6n\u00fcne ge\u00e7mek amac\u0131yla ilan platformlar\u0131nda emlak\u00e7\u0131lara &#8220;do\u011frulama y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc&#8221; getirdi.<\/p>\n<p>D\u00fczenleme kapsam\u0131nda Bakanl\u0131k\u00e7a kurulan Elektronik \u0130lan Do\u011frulama Sistemi (E\u0130DS), 15 Eyl\u00fcl&#8217;de devreye al\u0131nacak ve y\u0131lba\u015f\u0131ndan itibaren zorunlu olarak emlak ticaretinde uygulanacak.<\/p>\n<p>Uygulamayla platformlardaki emlak ilanlar\u0131, ta\u015f\u0131nmaz sahibi, bu ki\u015finin birinci ve ikinci h\u0131s\u0131mlar\u0131 veya e\u015fi taraf\u0131ndan sistem \u00fczerinden yetkilendirilen i\u015fletmelerce verilebilecek.<\/p>\n<\/div>\n<div>\n<p>Ticaret Bakan\u0131 Bolat AA&#8217;ya yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, yetkilendirmenin e-Devlet \u00fczerinde olu\u015fturulan ekrandan ger\u00e7ekle\u015ftirilece\u011fini belirttti. Bolat, Bakanl\u0131k&#8217;tan al\u0131nmas\u0131 gereken ta\u015f\u0131nmaz ticareti yetki belgesine sahip olmayan emlak\u00e7\u0131lar\u0131n ilan giri\u015fi yapamayaca\u011f\u0131n\u0131 s\u00f6yledi.<\/p>\n<p>Bolat, &#8220;D\u00fczenlemeyle ilan kirlili\u011finin, t\u00fcketici ma\u011fduriyetlerinin, yetki belgesiz ve kay\u0131t d\u0131\u015f\u0131 emlak\u00e7\u0131l\u0131k faaliyetlerinin \u00f6nlenmesini, sahte, aldat\u0131c\u0131 ilanlar\u0131n ve bunlar\u0131n yol a\u00e7t\u0131\u011f\u0131 spek\u00fclatif fiyat art\u0131\u015flar\u0131n\u0131n \u00f6n\u00fcne ge\u00e7meyi ama\u00e7l\u0131yoruz.&#8221; dedi.<\/p>\n<p>Uygulamaya ge\u00e7i\u015fin hem vatanda\u015flar hem de sekt\u00f6r payda\u015flar\u0131 i\u00e7in kademeli \u015fekilde ger\u00e7ekle\u015fece\u011fini vurgulayan Bolat, &#8220;E\u0130DS&#8217;nin devreye al\u0131nmas\u0131 sonras\u0131nda ilanlar Bakanl\u0131\u011f\u0131m\u0131zca s\u0131k\u0131 \u015fekilde takip edilecek, mevzuata ayk\u0131r\u0131 hareket edenler hakk\u0131nda her bir ayk\u0131r\u0131l\u0131k i\u00e7in 158 bin 460 liraya kadar idari para cezas\u0131 uygulanabilecek.&#8221; diye konu\u015ftu.<\/p>\n<p><b>&#8220;Sisteme entegre olmaks\u0131z\u0131n verilen t\u00fcm ilanlar\u0131 denetleyece\u011fiz&#8221;<\/b><\/p>\n<p>Bolat, uygulama kapsam\u0131nda elektronik ortamda yay\u0131mlanan t\u00fcm emlak ilanlar\u0131n\u0131n sisteme dahil olmas\u0131 gerekti\u011fine dikkati \u00e7ekerek, \u015f\u00f6yle konu\u015ftu:<\/p>\n<p>&#8220;Sosyal medya platformlar\u0131n\u0131n yayg\u0131nla\u015fmas\u0131yla ilanlar\u0131n farkl\u0131 mecralardan da yay\u0131mlanmas\u0131na m\u00fcsaade etmeyece\u011fiz. Sisteme entegre olmaks\u0131z\u0131n verilen t\u00fcm ilanlar\u0131 s\u0131k\u0131 \u015fekilde denetleyece\u011fiz ve do\u011frulama yap\u0131lmadan verilen ilanlar\u0131n yay\u0131ndan kald\u0131r\u0131lmas\u0131n\u0131 sa\u011flay\u0131p bunlarla ilgili gerekli idari yapt\u0131r\u0131mlar\u0131 uygulayaca\u011f\u0131z.&#8221;<\/p>\n<p>D\u00fczenlemede ayn\u0131 ta\u015f\u0131nmaz i\u00e7in birden fazla emlak\u00e7\u0131n\u0131n yetkilendirilebilmesi ve ilanlarda ada parsel bilgilerine yer verilmesi gibi konularda sekt\u00f6rde fikir ayr\u0131l\u0131klar\u0131n\u0131n bulundu\u011funu g\u00f6zlemlediklerine i\u015faret eden Bolat, \u015fu de\u011ferlendirmede bulundu:<\/p>\n<p>&#8220;Bakanl\u0131k olarak t\u00fcm talepleri titizlikle de\u011ferlendiriyoruz ve vatanda\u015flar\u0131m\u0131z i\u00e7in en ideal sistemi olu\u015fturmak i\u00e7in \u00e7al\u0131\u015f\u0131yoruz. \u015eu an i\u00e7in ta\u015f\u0131nmaz sahibinin birden fazla emlak\u00e7\u0131ya ilan yetkisi vermesi m\u00fcmk\u00fcn. Di\u011fer taraftan y\u00f6netmelik gere\u011fi emlak i\u015fletmeleri, ilanlar\u0131nda adres bilgisi hari\u00e7 olmak \u00fczere il, il\u00e7e, mahalle, ada ve parsel bilgilerine yer vermek zorunda. Bu zorunlulu\u011fun E\u0130DS&#8217;nin uygulamaya al\u0131nmas\u0131 ile getirilmi\u015f bir y\u00fck\u00fcml\u00fcl\u00fck olmad\u0131\u011f\u0131 belirtmek isterim. Bu sistemle de ayn\u0131 durum devam ediyor.
